Finance Ministry in year 2013 up to 600,000 for investment and employment in the green economy

Published in Official Gazette No. 21 of 25 January 2013 the Ministry of the Environment Circular 18 January 2013, n. 5505 establishing a fund of 460 million euro for the development of youth employment in the green economy. Companies are involved in all sectors of all sizes and young workers up to 35 years.

Of allocated resources, well 390 million are aimed at investment projects proposed by companies in every industry, in the form of sole proprietorships, partnerships and consortia thereof, or linked by network contracts under the recent regulations came into force (law of 9 April 2009, n. 33).

Ben EUR 10 million shall be reserved for simplified SRL.

The circular, in line with the establishment of the Fund Kyoto, allows to obtain loans at rates fixed amount, facilitated by investment plans in the following areas:

 protection of land and prevention of geological and seismic risk;

 research, production and development of second and third generation biofuels;

 research, development and production through bio-refineries, chemical intermediates from biomass and vegetable scraps;

 research, development, production and installation of solar thermal technologies, concentration, thermodynamic, photovoltaic, biomass, biogas and geothermal energy;

 increasing efficiency in energy use for residential, industrial and service sectors, including social housing;

 services that lead to the reduction of pollution and resource use over the entire life cycle.

 

The disbursement of subsidized loans is linked to the condition that provides the same assumptions, for an indefinite period, a minimum of 3 employees up to 35 years. If the number is greater than 1/3 of the seats must be occupied by young graduates up to 28 years.

If SMEs, Esco Srl and simplified, the minimum number of employees drops to 1.

Investment programs must have a minimum value of 1 million euro.

 

This threshold is reduced to 500.000 € to:

 SMEs, companies employing less than 250 workers and billing for less than 50 million euro per year;

 Esco, companies in the energy services sector.

 The threshold is reduced to € 200,000 for simplified SRL.

 

The subsidized loan at a fixed rate of 0.50% per annum repayable in 5 years can reach € 600,000, or € 370,000 for SMEs and Esco, or 140,000 Euros for the SRL simplified to cover the following expenses:

 machinery, plant, equipment, patents and software;

 consulting services, up to 15% of total expenditure;

 staff costs;

 general expenses, up to 10% of total expenditure;

 measures to adapt to the anti-seismic regulations.

 

Investment projects must be submitted by 26 April 2013.

The disbursement of the loan to future beneficiaries is subject to the presentation of a bank guarantee to cover 25% of the total amounts required.
