Security building: the penalty points

The matter of safety in the workplace is a topic which has warned the political forces, from trade unions and public opinion itself. Not surprisingly, therefore, the rules governing the sector over time are subject to continual revisions, updates, corrections, additions.

The last Council of Ministers before the summer break has begun examining a draft decree intended to make some changes in this area.

The novelty perhaps the most bizarre and original is the introduction of a sort of "penalty points" for now scheduled for companies operating in the construction industry but in the future will probably be extended to other areas.

In practice, every company (large or small) will be equipped with an initial score. For any infringement of which the score will be progressively reduced as firms that will remain in good standing will increase the number of points in time. When a company will reset all the points, can no longer participate in public procurement.

It should be noted that the mechanism of the penalty points system does not replace but complements the ordinary rules and penalties in the field of safety at work.

Among the new features it also indicates a number of rules that should simplify some purely technical procedures and streamlining certain bureaucratic. They are also better redefined the skills of security controls between Department of Labour, local health authorities and the Fire Department.

Other standards finally intervene on the issue of undeclared recruitment. The companies that were to take over 20% of undocumented workers than the total workforce will suffer the penalty of suspension of the activity. With one exception: the rule does not apply in the case of a single irregular worker who is also the only employee.
